目的为了了解搞好社区卫生服务的难点，使社区服务的功能到位。方法运用系统工程的原理，通过对社区卫生服务提供表的调查。结果明确了社区卫生服务的７项功能，社区卫生服务的难点与影响程度，功能到位的前提条件与优先顺序及政策保障，以及社区卫生服务的现状和功能不到位的原因。结论社区卫生服务中因补偿差异导致被动应付，只要解决投入和如何投入等问题，社区卫生服务功能是可以到位的。
Objective In order to understand the difficulties of doing a good job in community health services, the functions of community services are in place. The method uses the principles of systems engineering to investigate the forms of community health service delivery. The results clearly defined the seven functions of community health services, the difficulties and impacts of community health services, the preconditions and priorities for functional fulfillment, and policy guarantees, as well as the reasons for the current status and function of community health services.
