为认真贯彻落实党的十六大和十六届三中全会精神,根据今年省委工作会议和省十届人大一次会议的部署,进一步加快县域经济发展,从我省实际出发,提出以下意见。一、加快县域经济发展的战略意义和目标任务县域经济是国民经济的基础层次和重要组成部分。加快县域经济发展是实现全省经济持续快速协调健康发展的客观要求,是全面建设小康社会、提前基本实现现代化的现实需要,是坚持科学的发展观、统筹城乡经济社会发展、解决“三农”问题的必然选择,也是促进区域经济协调发展、全面提高全省综合经济实力的战略举措。改革开放以来,历届省委、省政府高度重视县域经济的发展,采取推进县级综合改革、实施强县带动战略、支持欠发达县进行改革开放试点等一系列政策措施,使我省县域经济和社会事业有了长足发展,综合实力和人民生活水平显著
In order to conscientiously implement the spirit of the 16th CPC National Congress and the Third Plenary Session of the 16th CPC Central Committee, we will further accelerate the development of county economy and put forward the following opinions based on the reality of our province according to the deployment of the provincial party committee and the first meeting of the Tenth National People’s Congress this year. First, speed up the county economic development strategic significance and objectives and tasks County economy is the basic level and an important part of the national economy. Speeding up the development of county economy is an objective requirement to achieve sustained, rapid, coordinated, and healthy development of the entire province’s economy. It is an actual need for building a moderately prosperous society in an all-round way and for basically realizing modernization in advance.
