分析当前新型智库加速期早功能定位、区域和类型发展不均衡、缺乏准入和管理规范、人才体系缺失、配套支持滞后等制约因素。通过标准化理论切入,结合案例探讨新型智库建设标准化的可行性及设立的原则。并通过推进智库联盟及行业协会、破解智库支持体系建构中的壁垒以及对智库要素进行规范和监督进行管理路径的探讨,促进新型智库标准化的实现及创新力的提升。
Analysis of the current positioning of the new think-tank early function, the development of regional and type imbalance, the lack of access and management practices, the lack of talent system, supporting the lag and other constraints. By means of standardization theory, this paper discusses the feasibility of establishing a new type of think tank building standard and the principles of its establishment. By promoting the coalition of think tanks and industry associations, it explores the barriers in the construction of the think tank support system and discusses how to regulate and supervise the think tank elements so as to promote the realization of standardization and innovation of the new think tank.
