社会转型是一个国家或地区政治、经济、社会等方面全面改制的重要时期,伴随这一过程还有社会矛盾的集中凸现。作为重大组织创新的非营利组织,因其独特的宗旨和使命,能有效地解决转型期社会生活中存在的社会矛盾加剧、重大公共事件增多、政府职能转变等诸多问题。因此,采取措施以保证非营利组织地位的独立、法律法规体系的完善、监督体制的透明就显得尤为亟需。
Social transformation is an important period for the comprehensive restructuring of a country or a region in politics, economy and society. Along with this process, there is also a concentrated manifestation of social conflicts. Because of its unique purposes and mission, non-profit organizations, as major organizational innovations, can effectively solve the problems of intensifying social conflicts, major public events and the transformation of government functions in the transitional social life. Therefore, taking measures to ensure the independence of nonprofit organizations, improving the legal and regulatory system, and monitoring the transparency of the system are particularly urgent.
