从高校应急管理过程、职能、能力要素三个纬度所涉及的预防能力、反应处置能力、恢复能力和学习能力;计划能力、组织能力、指挥能力、控制能力和协调能力以及应急管理的资源、知识和应急技能的掌握等,构建高校应急管理能力的深层结构模型。把管理职能与能力要素糅合到过程纬度的应急管理能力分析之中,全面提出了高校应急管理4个过程中的12个环节及相应的30个指标。指出高校应急管理能力的预防与总结学习是目前相对薄弱的方面,对这2个过程的6个环节进行了分析,并根据当前我国高校在这些环节的薄弱之处提出相应的策略与建议。

The management function and the ability to blend into the process of latitude and longitude of emergency management capabilities analysis, a comprehensive proposed four steps in the process of emergency management of colleges and universities and corresponding 30 indicators. It is pointed out that the prevention and summary learning of emergency management ability in colleges and universities is a relatively weak aspect at present. Six aspects of these two processes are analyzed and relevant strategies and suggestions are put forward according to the current weaknesses of Chinese universities and colleges.
