１９４０──１９４８年间，国民党政府曾推行土地资金化政策。本文采用大量史料对这一政策的推行过程，其土地金融体系及各项法规制度作了较为详细的论述。在此基础上，认为土地资金化政策对当时农业生产及工业发展起到了一定的推动作用，并对于当今大陆的房地产开发有可资借鉴之处。同时也指出，由于推行此政策的目的只是为了适应战时需要，发展粮食生产、增加军粮供给，因此，最终并不能真正解决中国的土地问题。
1940 ─ ─ In 1948, the Kuomintang government had implemented the land capitalization policy. In this paper, a large number of historical data on the implementation of this policy process, the land financial system and the rules and regulations made a more detailed discussion. On this basis, it is considered that the policy of capitalization of land has played a certain role in promoting agricultural production and industrial development at that time, and can be used as a reference for real estate development in mainland China today. At the same time, it also pointed out that since the purpose of the implementation of this policy is only to meet the needs of wartime, developing food production and increasing the supply of military supplies, it ultimately can not really solve China’s land issue.
