(一) 新疆地处欧亚大陆腹心,远距海洋,气候干旱,森林资源贫乏。据1984年统计:全区森林资源面积3255.52万亩,其中山区森林2034.52万亩,平原森林1221万亩。森林覆被率0.98％,为全国少林省(区)之一。目前新疆森林资源经营利用中存在的主要问题是:(1)重采轻育,森林资源过伐比较严重;(2)计划外采伐量大,资源利用不合理;(3)森林火灾,病虫害较为严重;(4)平原次生林面积锐减,危及生态平衡。振兴新疆
