八届全国人大常委会立法规划规定,由中国人民银行负责起草的法律有:《中国人民银行法》、《商业银行法》、《票据法》、《保险法》。这几部法律都在规定的时间内完成起草工作,都已经过全国人大及其常委会审议通过施行。这四部金融法律的制定和颁布实施,结束了我国建国40多年来没有一部金融法律的历史,它从法律上确定和巩固了我国在金融体制改革和金融业发展过程中已经积累的有益经验,凝结了过去16年来我国金融业改革与发展
The Eighth NPC Standing Committee’s legislative plan stipulates that the laws drafted by the People’s Bank of China are: the “PBC Law,” “Commercial Bank Law,” “Notes Law,” and “Insurance Law.” These laws have all been drafted within the stipulated time and have been reviewed and approved by the NPC and its Standing Committee. The enactment and promulgation and implementation of the four financial laws have ended the history of not having a financial law for more than 40 years since its founding. It has legally determined and consolidated the beneficial experiences China has accumulated in the process of financial system reform and the development of the financial industry, It has condensed the reform and development of China’s financial industry in the past 16 years
