在双轨制财务管理体制中,条块之间的矛盾及其运动表现一些新的特点,研究和分析军队财务运动的平衡关系,对于双轨制财务管理体制的贯彻落实和完善无疑有着积极的现实意义。通过分析,作者认为:要认真贯彻双轨制,为建立平衡的条块关系打好基础;要正确处理条块关系,为双轨制的平稳运行创造条件;要牢固树立平衡观,为克服两种倾向尽心尽力。
In the dual-track financial management system, the contradictions between bars and some new features of their performance in sports and the study and analysis of the balance of the financial movement in the military certainly have positive and practical significance for the implementation and improvement of the dual-track financial management system. Through analysis, the author thinks: It is necessary to conscientiously implement the dual-track system and lay the foundation for the establishment of a balanced bar-and-board relations; to correctly handle the bar-block relations and create conditions for the smooth operation of the dual-track system; to firmly establish the concept of balance and dedication to overcome these two tendencies .
