党的十八届四中全会《决定》指出,要推进严格司法,健全事实认定符合客观真相、办案结果符合实体公正、办案过程符合程序公正的法律制度。个案公正是法律人永恒的价值追求。在全面推进依法治国的背景下,基层法院要克服固有审判理念的桎梏,确保庭审在查明事实、认定证据、保护诉权、公正裁判中的决定性作用,要确立以审判为中心、倡导诚信、强化裁判规范指引等为核心的司法理念。
