On May 18, 2006, the State Council formally promulgated the “Regulations on Local Chronicles” (the “Regulations”). Article 2 of the “Regulations” stipulates: “These Regulations apply to the compilation, management, development and utilization of local chronicles in the territory of the People’s Republic of China.” These Regulations belong to the administrative regulations of the State Council and have the force of law throughout the country.
