世界正在发生什么?人们关注着冷战后世界多极化的趋势,波黑、车臣等局部战争,甚至巴林银行破产、东京地铁放毒案都成为街头巷尾议论的新闻。然而,一个真正震撼着世界、决定着人类未来的大革命,却为亿万人所不识,甚至,一无所知。这就是信息高速公路的建设。1995年初,欧洲联盟民意调查机构对每个成员国500公民调查表明,竟有一半人从未听说过信息高速公路。而在另外一半人中竟有十分之七的高比例认为信息高速公路将导致人与人之间的关系疏远。可以想象,中国的情况决不会比欧洲更好。我们必须充分认识信息高速公路极其巨大的历史意义,必须及时跟上时代的步伐采取切实而有效的对策。信息高速公路标志着已经持续几十年的“信息革命”达到了一个大转折的新阶段,它不仅有划时代的科技意义、经济意义,更有着极其深刻、极其深远的社会意义。本文着重就后者谈谈作者的一些认识。

However, a great revolution that truly shakes the world and determines the future of mankind is unknown or even unknown to hundreds of millions of people. This is the construction of the information superhighway. In early 1995, a survey of 500 citizens in each member country by the European Union pollsters revealed that as much as half had never heard of the information superhighway. In the other half, as much as seven-tenths of the people think that the information superhighway will lead to the alienation of people. As you can imagine, the situation in China will never be better than in Europe. We must fully understand the immense historical significance of the information superhighway and must take effective and effective countermeasures in keeping with the times. The information superhighway marks a new phase of a major turning point in the “information revolution” that has lasted for decades. It not only boasts epoch-making scientific and economic significance, but also has extremely profound and far-reaching social significance. This article focuses on the latter to talk about some of the author’s understanding.
