孟连县位于云南省西南边陲,东接澜沧县、北临西盟县、西部和南部与缅甸相连,国境线长133.399km,面积为1 893.42km2。全县辖3乡3镇、39个村委会和3个居委会,总人口13.39万人,有耕地面积20 600hm2,其中水田4 506.7hm2,旱地16 060hm2。据统计,全县年“两杂”种子用种量约25.5万kg,其中杂交水稻种子约10万kg,杂交玉米种子约15.5万kg。种子的重要性不言而喻,其质量的好坏直接关系到农民的切身利益和社会稳定,只有加强种子市场管理,规范种子经营行为,维护正常的种子经营秩序,有效防止坑农害农事件的发生,才能确保我县良种有效供应和种业健康发展。
