一、为有计划地调剂花纱供求,恢复与发展生产,稳定价格,取缔投机操纵,特制定本办法。二、棉花棉纱交易所,应分别组织,凡具有下列条件者,方准入场交易。1、棉花交易所只限经工商主管机关登记并取得营业证之公私纱厂(已为政府全部加工之工厂,不再入场采购,部份加工者,仍准按生产所需采购),国营花纱布公司、信讬公司(办理代客买卖)及经政府备案并取得工商主管机关发给之营业证之合作社、棉花商(只限自营,不准作代理业务)、棉花行(只准代客卖出,不准买进)。
