短期内,扩大内需政策的重点在于扩大投资需求,改善消费环境;从中长期看,扩大内需的政策着力点应向居民消费特别是中低收入和农村居民消费需求倾斜。建议降低企业和居民税收负担,利用税收政策改善国民收入分配格局,增加居民收入比重,扩大居民消费,提高消费对经济增长的贡献率。
In the short term, the focus of policy on expanding domestic demand will be to expand investment demand and improve the consumption environment. In the medium and long term, the policy of expanding domestic demand should focus on consumer spending, especially on low-income and rural residents. It is suggested to reduce the tax burden on enterprises and residents, improve the pattern of national income distribution by using taxation policies, increase the proportion of residents’ income, increase resident consumption and increase the contribution rate of consumption to economic growth.
