《中国共产党党内监督条例(试行)》规定,“党内监督的重点对象是党的各级领导机关和领导干部,特别是各级领导班子主要负责人”。加强对“一把手”监督,就是抓住了对党员领导干部监督的关键。笔者以为,对“一把手”加强监督,要坚持“四个结合”,健全“五个机制”。
The “Provisional Rules for the Internal Control of the Communist Party of China (Provisional)” stipulates that “the key target of intra-party supervision is the leading organs and leading cadres at all levels of the party, especially the leading officials of leading bodies at all levels.” To strengthen supervision over the “top leaders” is the key to supervising the leading cadres of party members. In my opinion, to strengthen supervision over “top leaders”, we must uphold the “four unions,” and improve the “five mechanisms.”
