面对国际学业评价不理想的成绩,英格兰教育部自2013年开始了新一轮中小学国家课程和学业评价改革。英格兰新国家课程抉择了核心学术性知识的课程设计取向,强调学校外部评估,从高设定学业标准、从严评分,以重建教育信誉以及提升国际竞争力。其政策研制体现了过程公开、责任明确、操作规范、文件系统、内涵专业的特点;政策实施则显露了英格兰教育在国家意志与专业主义、精英主义和大众主义、维持社会福利和激发社会活力之间存在的诸多矛盾和冲突。
Faced with unsatisfactory results in international academic evaluation, the Ministry of Education in England started a new round of reform of the national curriculum and academic evaluation of primary and secondary schools since 2013.
