我区经济社会发展取得的巨大成就为我区进一步推进富民进程奠定了坚实的基础。但是,上,或是下,永远不是一个简单的判断题。推进我区“十二五”富民进程,必须具有时不我待的使命感、紧迫感和责任感,也必须从历史规律和客观现实中深刻把握存在的难点问题和支撑条件。城乡收入差距、公共服务短缺、精神文化考验三大难点(一)与全国及发达省区相比,城乡收入水平存在五大差距“十一五”以来,我区城乡居民主要收入指标得到明显改善,为进一步实现富民提供了基础支撑,但相对比较仍然存在较大差距。
