一、开发领导、加强认识是关键四川省丹棱县、犍为县、攀枝花市仁和区、名山县(以下简称三县一区)分别在1989年和1990年被列为四川省第一二批试点县,并要求在1992年达国家 PHC 最低限标准。具体作法是:首先开发县(区)四大班子领导,请卫生局领导在政府常务会和区委常委会上介绍 PHC 的意义、内容,使四大家领导对该工作有一个初步了解后,进一步组织学习讨论国务院、省、市有关文件。
