The grain reservation field in China was hit again. Li Changxuan, general manager of the Henan branch of China Grain Reserves Corporation (Sinograin for short) was sacked from his posts in the company and the Party, after another branch director named Qiao Jianjun fled with embezzled money.
It is said that a meeting is convened in the Henan banch of Sinograin, informing the directors of different departments of the dismissal of Li Changxuan. However, no details about his fall were disclosed. On the morning of December 6, Li Changxuan was taken away by the discipline inspection commission along with his wife. Prior to that, Zhang Huaijun, an underling that directly reported to Li Changxuan, was also taken away for investigation. There are several guesses about Li Changxuan’s fall, most of which focused on his relationship with Qiao Jianjun.
Li Changxuan was from Zhumadian, Henan. He graduated from the Zhengzhou Grains Academy and took various positions in the Feedstuff Company of the Henan Provincial Grain Bureau. After the foundation of the Henan branch of Sinograin, he was appointed general manager. In 2011, Qiao Jianjun, director of the grain reservation bank, embezzled multi-million yuan and fled to a foreign country. Such a big scandal was thought to be related with the malfunction of his superior, who was just Li Changxuan. Actually, after the scandal, Li Changxuan was blamed for “appointing people based on the kinship”.
Henan is an important province of producing grains for China. In 2006, the national government decentralized the rights of reserving grains to the municipal-level governments. In Henan, the number of spots of buying and reserving grains increased to 3500. From 2011, several embezzlement cases happened in the Henan branch of Sinograin, involving millions of yuan.
