A mild female voice came from the vehicle-born broadcasting, “there is a Rolls-Royce Phantom valuing 12 million yuan driving from north to south on xx Avenue. Friends sharing the same road, please bother to avoid it.”
This is not a joke. Actually, two accidents in February involving RollsRoyce had already got on the nerves of ordinary car owners. The first one took place in Wenzhou where a Honda Accord hit a Rolls-Royce and the repair cost 350 thousand yuan, 188 thousand yuan of which should be afforded by the owner of Honda Accord (the amount was even higher than the price of Accord). Then, a similar happened in Nanjing – this time the“defendant” was a Southeast V3 – and the repair cost reached 800 thousand yuan (a Southeast V3 only costs 50-60 thousand yuan). Fortunately, the owner of Rolls-Royce gave up the claim for compensation out of compassion for the owner of Southeast V3 could not afford the repair at all.
The two accidents raised the concerns of ordinary car owners – what if we hit a luxury car like this? Some experts tried to figure out the loopholes of the insurance system for cars and the methods for ordinary car owners to avoid the risk.
The Increasing Number of Luxury Cars
There is no common standard for the said luxury cars. Price and brand are the two major indicators. Generally speaking, luxury cars should be priced at 1 million yuan at least. The brands usually include Rolls-Royce, Maybach, Bentley, Lamborghini, Ferrari, Maserati, etc.
Take Gongguang, Guangzhou for example. There brands could be easily found in this city. Porsche is too ordinary. According to local traffic department, the most expensive registered luxury cars in this city are two Maybach cars pricing over 5 million yuan. There are also eight Ferrari cars and eight Rolls-Royce cars in Dongguan – each valuing 4 million yuan. They are followed by three Lamborghini and 38 Bentley with the price of over 3.5 million yuan. The number of one-million-yuan car reaches at least 61, most of which are Porsche or Hummer.
Apart from these cars, imported Benz, BMW, Audi and Lexus, whose prices are a little lower, are quite common in Dongguan. According to the statistics, there are 6328 imported Benz vehicles, 5168 imported BMW vehicles in this city and many of them are priced at over 1 million yuan.
Actually, the aforementioned list does not cover all the cars in Dongguan. Some luxury cars are not registered in the traffic department and they usually stay in the garage. It is easy to see that the number of luxury cars in Dongguan will increase in the future. In 2011, the car inventory in this city exceeded 1 million units thanks to the strong consumption power of local residents. Along with it is the increasing number of luxury cars. Dongguan has become an important destination for the international luxury auto brands.
Last year, Lincoln set up its first 4s store in Dongguan, introducing the 2011MKT, MKX and Navigator. Prior to that, Porsche, Cadillac, Infiniti and Acura have established at least one store in Dongguan, while Mercedes Benz and BMW have already had four 4S stores in this city.
Dongguan is only an epitome of China. As the threshold for owning luxury cars is getting lower, there are more and more luxury auto brands trying to take the Chinese market, which owns long-term growth potential.
   How Expensive Is the Repair?
For the multi-million-yuan luxury cars, even a light scratch could cost tens or hundreds of thousand yuan. It is said that changing all the parts of a Rolls-Royce cost 10 times as much as the entire car.
Why is the repair of luxury cars so expensive? According to a distributor of a luxury auto brand, generally the 4S store only changes the damaged part of a luxury car but not repair it. The reason is that many technologies of high-end imported cars are still secrets for distributors, who are not able to repair them. If they invite experts from these companies to make the repair, the cost is much higher than changing the component.
Meanwhile, the luxury auto manufacturers usually attach great importance to the after-sale service of their brands and thus apply strict requirements over the after-sale service. If the repair providers’ technologies cannot meet the demand of the manufacturer, changing components is usually recommended. For example, the director of 4S store usually suggests changing the faceplate for the car suffering scores because it is hard for domestic 4s store to spray paint as effectively as the original one.
For ordinary people, the price of luxury cars’ components is exorbitant. Most of these components are imported from foreign counties. The transportation fees and tariffs make the price even higher than the original price.
For example, one tyre of the 4-million-yuan Rolls-Royce Gust is priced at 100 thousand yuan. The original paint spraying for a 5.08-million-yuan Spyker C8 costs 50 thousand yuan and even its maintenance costs over 20 thousand yuan. Apart from the expensive auto components, the manpower cost is also very high. According to an automobile technician, the wage of repairing a Porsche is 700 yuan per hour and the manpower cost for repairing Rolls-Royce and Bentley reaches 1000 yuan per hour.
In addition, if there are no special repair institutions in the place where the accidents happen, the car will be sent to the other cities or even foreign countries. The cost is extraordinarily huge.
   Improving Insurance System Needed
The high cost of repairing luxury cars pales the ordinary people who saved every coin to buy a car. Hitting a luxury car could cause their bankruptcy. Actually, the two accidents mentioned before has already raised people’s concern of “allsudden poverty” by a single hitting. Does it reveal any problems of the automobile insurance system?
Some analysts think that the present auto insurance provides limited compensation. Even the car owner buy the three-liability insurance with the highest coverage, the compensation it could provide has its own upper limit. Take the accident in Wenzhou for example: the owner of Honda Accord had to afford a part of the repair cost because the insurance he bought cannot cover the whole cost. On the other hand, the insurance companies are usually very cautious when dealing with the insurance for luxury cars and they refuse to issue policies for luxury cars despite the high premiums. Therefore, many luxury cars get on the road without insurances.
In some countries with complete auto insurance system, the auto insurance is mandatory. The insurance companies should compensate regardless of the conditions when the accidents happen. In addition, when the full compensation for accident-caused damages is put into record, the premium for the policyholder will have a dramatic increase in the following year. This system can bring the insurance companies reasonable premium income and ensure the smoothness of compensation process. It also brings effective risk warning for the traffic.
However, how to avoid the risk of huge compensation resulted from damaging luxury cars when the current insurance system cannot be improved in time?
Some experts suggest that the “irrespective added compensation” should be implemented and the quota of “three-liability insurance” should be increased. The maximal compensation amount of the third-party liability insurance of cars are divided into 6 levels, which are from low to high 50 thousand, 100 thousand, 200 thousand, 500 thousand, 1 million and over 1 million (lower than 10 million yuan). Presently, the cars with the coverage of over 500 thousand yuan are usually Benz, BMW and other luxury brands. The ordinary car’s coverage is usually below 200 thousand yuan. The insurance companies usually pay 80% of the maximal compensation amount of the three-liability insurance. If the irrespective insurance is added, the remaining part should be afforded by insurance companies. In truth, influenced by the accidents with luxury cars, some consumers who recently bought cars had already made up their minds to increase the upper limit of three-liability insurance by 300 thousand yuan from 200 thousand to 500 thousand. The basic premium only had an increase of 400-500 yuan and the tiny could reassure the car owners.
Then of course driving test is also important. Avoid the luxury cars as far as possible when you meet them on road.
Some consumers have concluded the rules about the“walkthrough of avoiding luxury cars”.
The first thing is to identify the luxury brands – if you cannot, avoid those cars with weird appearances.
The second thing is to remember the places where luxury cars usually emerge. Generally speaking, the luxury hotels, high-end resident community, and luxury car distributing stores are these places.
Above all, good driving skills and careful driving are the best tools to avoid the luxury cars. Follow the traffic rules and the luxury cars cannot bump into you.
   Other countries’ experiences
In some countries with perfect insurance system, there are special insurance clauses for luxury cars. Therefore the luxury cars on road cannot bring pressure on ordinary car owners. Their experiences are worth learning for Chinese.
Canada: insurance companies are required to make the full compensation
In Canada, the car insurance is mandatory for both insurance companies and car owners. On the one hand, car owners must buy insurance for their cars or else they cannot drive on the road. On the other hand, once the accidents happen, the insurance companies should afford all the cost of repairing cars no matter who should be responsible for the accidents. Then, the accidents will be put under file and insurance premium will be greatly increased in the following years.
This insurance system could make sure that the ordinary car owners will not go bankruptcy after hitting a luxury car. In addition, the increasing premium after the accident could offset the loss of insurance companies, placing them in their position for the car insurance.
The U.S.A: “errorless” system in settlement of claims
The U.S. also implements mandatory insurances for cars and uses the “errorless” system in the settlement of claims. When the accidents happen, the insurance companies pay for the damage instead of the car owners.
In addition, if the defendant did not buy insurance or the insurance coverage cannot offset the cost of repairing or even the defendant ran away, the victim could claim for compensation for his/her loss from the insurance companies. That means the luxury car owners in the U.S.A do not need to worry that their cars could be hit without any sources for compensation.
