最早提出把本世纪最后10年作为“国际减轻自然灾害十年”的是美国科学院院长法兰克·普勒斯博士。 1987年底,美日等几十个国家联合向第42届联合国大会提出议案,被大会通过并形成169号决议案,确定从1990年至2000年为“国际减轻自然灾害十年,”其目的是通过各国一致的行动,减轻自然灾害所带来的破坏,以及由此引起的社会和经济的停顿。 1988年,联合国成立了“国际减轻自然灾害十年”指导委员会由国际经济合作总干事詹姆·里佩特任主席,并成立了由24个国家的专家组成的专家组,由法兰克·普勒斯博士任组长。该专家组中有我国一名专家。国际专家组于1989年7月完成“国际减轻
The earliest proposition to use the last 10 years of this century as the “International Decade for Natural Disaster Reduction” is Dr. Francis Prudence, president of the American Academy of Sciences. By the end of 1987, dozens of countries, such as the United States and Japan, jointly proposed a bill to the 42nd UN General Assembly, which was passed by the General Assembly and formed Resolution 169 to determine the period from 1990 to 2000 as the “International Decade for Natural Disaster Reduction” Through unanimous actions by all countries, the damage caused by natural disasters and the resulting social and economic pauses are mitigated. In 1988, the United Nations established the Steering Committee of “International Decade for Natural Disaster Reduction”, chaired by Jim Ripert, Director-General of International Economic Cooperation, and set up a group of experts composed of experts from 24 countries, led by Frank Puller Dr. Si is the leader.
