1999年11月1日起实施的《预防未成年人犯罪法》,是我国最近颁布的第一部预防未成年人犯罪的专门法律,在国际上也属首创。该法从未成年人的身心特点出发,立足于从源头抓起,正确处理了教育与惩罚,引导与限制,预防与治理的关系,从法律上遏制了未成年人的犯罪行为倾向,帮助未成年人健康成长。该法的实施,将极大地推进我国未成年人的法制教育工作,增强未成年人的法制观念,净化未成年人的成长环境,防患于未然。该法的实施,必将促进全民法制素质的提高和社会的安定局面。该套系列宣
