医德反映社会经济,卫生经济关系,又对其具有强大的反作用,卫生经济规律要通过卫生工作者的活动来体现,而卫生工作者的活动又受着一定的医德观念的支配,由于医德观念的不同就会对卫生改革采取不同的立场和态度。在发挥医德对医院改革的促进作用时,首先要搞清改革政策和医德原则规范的区别和联系,既不能把改革政策简单地看作医德原则,又不能把抽象的医德原则看作改革的出发点,不能把卫生经济行为等同于医德行为,在对卫生经济行为进行医德评价时要具体的、
Medical ethics reflect the socio-economic and health economic relations and have a strong counter-effect on them. The laws of health and economics must be reflected by the activities of health workers. The activities of health workers are also governed by a certain concept of medical ethics, due to the concept of medical ethics. Differences will take different positions and attitudes toward health reform. In order to promote the role of medical ethics in the promotion of hospital reform, we must first understand the differences and links between reform policies and the norms of medical ethics. We must not regard the reform policy simply as a medical ethics principle, nor can we regard the abstract medical ethics principle as a starting point for reform. The health economic behavior cannot be equated with the behavior of medical ethics. It must be specific when evaluating the health-related economic behavior.
