台湾“九二一大地震”震出许多无家可归的灾民,也震出了公共工程一直以来潜藏深处的问题。此次的震灾,中南部学校受创尤其严重。比起一般建筑,学校等公共工程反而更加不堪一击——地震发生同时建筑物应声倒地。探究其原因,除了地震确实强烈,主要乃在于“人”的因素。 (一) 公共工程的人为因素 在设计规范中明确规定、学校、医院、消防等,在地震发生时系灾民救援
Taiwan’s “September 21 Earthquake” has shocked many homeless victims and also shattered the problem that public works have always hidden in the depths.
