最近,我们对河北、山东两省当前工业生产形势和双增双节进展情况,作了短期渊查。总的看,上半年贯彻治理整顿方针,深化改革,开展双增双节运动,生产形势较好。但自7月份以来,出现市场销售疲软、生产速度减缓、经济效益下滑的新情况,资金、外汇,原材料,能源短缺的矛盾进一步激化,一些企业因资金短缺或产品滞销,生产形势严峻。现将几个带有普遍性的问题列后,并提出几项建议。
Recently, we made a short-term survey of the current industrial production situation in Hebei and Shandong provinces and the progress of the bilateral double-ups and double-quarters. In general, in the first half of the year, we implemented the guideline of rectifying and remediating, deepened the reform, and carried out the double-double-double campaign with a good production situation. However, since July, there has been a new situation in which market sales are sluggish, production speed is slowing down and economic efficiency is declining. The contradiction between capital, foreign exchange, raw materials and energy shortage has further intensified. Some enterprises are facing a severe production situation due to shortage of funds or unsalable products. Now that we have a few common questions, put forward several suggestions.
