民主集中制是党委工作必须坚持的根本组织原则和领导制度,是加强党委班子建设的一个永恒课题。当前,人武部党委贯彻落实民主集中制总体是好的,但按照科学发展观要求衡量,还普遍存在着党政不分、议事程序不规范、民主作风不好、委员参与意识不强等问题,严重影响和制约了民主集中制原则的有效落实。因此,新形势下,必须强化党委民主集中制
Democratic centralism is the fundamental organizational principle and leadership system that must be adhered to in the work of Party committees and an eternal task for strengthening the party committees.
