完善政府采购管理制度,防止规模巨大的政府采购成为滋生腐败的温床据财政部有关统计,2007年我国政府采购总资金已突破4000亿元。我国颁布政府采购法推行政府采购制度以来,对于加强财政支出管理、节约财政资金、预防腐败,促进社会经济发展发挥了积极作用。但从各地实践看,现行政府采购管理中存在的问题不容忽视。
Improve the government procurement management system to prevent large-scale government procurement has become a breeding ground for corruption According to the Ministry of Finance statistics show that in 2007 China’s total government procurement funds have exceeded 400 billion yuan. Since China promulgated the government procurement law to promote the government procurement system, it has played a positive role in strengthening the management of fiscal expenditures, saving financial funds, preventing corruption and promoting social and economic development. But from all over the practice, the existing problems in government procurement management can not be ignored.
