作为国民教育发展水平重要标尺与国家综合国力重要体现的高等教育,无疑在经济和社会的发展中起着基础性、先导性和全局性的作用。而西部民族高等教育的发展水平与速度,同样影响着西部民族地区经济的振兴与社会的进步。同时,还对缩小东西部差距,加速中国社会主义现代化建设步伐,加强民族团结,巩固国防,维护祖国统一都具有十分重要的现实意义和深远的历史意义。六十多年来,西部民族高等教育从无到有、由小到大、由少到多、由弱到强,办学水平逐渐提高、规模逐渐扩大,办学与专业类型逐渐多样化,为西部地区经济、社会、文化的发展作出了巨大的贡献。但不得不正视的是,西部民族高等教育,受制于基础差、底子薄、环境差、资金紧等诸多因素的影响,还面临着不少发展困境。为此,如何突破西部民族高等教育的发展瓶颈,加快民族高等教育的发展速
