案件质量既是人民群众衡量检察工作最重要的标准和尺度,也是检察院公信度的决定因素。建立案件质量保障体系,是检察机关实现“强化法律监督,维护公平正义”的一个重要途径。所谓公诉案件质量保障体系,是指在检察机关内部建立的,为保证案件质量,实现公平执法和自身建设的目标,对检察业务流程管理、监督调研、考评反馈等案件质量管理的全过程,实现制度化、标准化设计而构成的系统。围绕案件质量建立一定的保障体系,对于确保司法公正、实现法律权威和社会稳定将会起到积极的促进作用。
