(一)2013年底召开的中央经济工作会议提出了2014年经济工作的主要任务,其中“切实保障国家粮食安全”首次跃升为六大任务之首,粮食安全亦首次被提至“国家战略”高度。会议要求必须实施以我为主、立足国内、确保产能、适度进口、科技支撑的国家粮食安全战略。要依靠自己保口粮,集中国内资源保重点,做到谷物基本自给、口粮绝对安全。更加注重农产品质量和食品安全,转变农业发展方式,抓好粮食安全保障能力建设。在实现粮食安全产能方式上也
