两个普遍内容:(1)依法推动企业普遍建立工会组织(2)依法推动企业普遍开展工资集体协商目标要求:(1)到2012年,中国企业法人单位工作建会率要达到90%以上,职工入会率达到92%以上,基本实现企业依法普遍建立工会组织的目标。(2)力争到2012年,基本在各类已建工会的企业依法全面推行工资集体协商。包括职工工资协商共决机制、正常增长机制和支付保障机制,不断提高工资集体协商水平,努力实现保障职工合法权益与促进企业健康发展的和谐统一。
