要改变目前的城乡居民收入差距、地区之间收入差距这种状况,必须加快收入分配结构调整步伐,进一步规范收入分配的秩序,完善收入初次分配机制,提高工资性收入占国民收入的份额。建立健全收入再分配机制,利用财政、税收杠杆以及其他法律和行政手段,调节过高收入,坚决取缔非法收入,加大转移支付力度。
In order to change the current income gap between urban and rural residents and the income disparity between regions, we must speed up the adjustment of income distribution structure, further regulate the order of income distribution, improve the primary income distribution mechanism and raise the share of wage income in national income. We will establish and improve a mechanism for the redistribution of income and use fiscal and taxation levers and other legal and administrative measures to regulate excessively high incomes, resolutely ban illegal incomes and increase transfer payments.
