一、为贯彻中央人员政府政务院财政经济委员会颁布之建筑工人调配暂行办法,除按原办法条款执行外,并结合本省具体情况,制订本省关于建筑工人调配暂行办法的实施细则。二、私营营造厂、建筑业、手工作坊及一般修缮单位需要调配劳动力或到外地招用工人时,应根据工程任务造具劳力调配申请书,报经当地人民政府劳动部门或兼职部门批准后,可酌予调配一定的劳动力,如在所在市登记之失业工人中招用临时工十人以下者,可自行招用;如招用长期卫及十人以上之临时工人时,须经当地劳动行政部门批准,招用后并向当地劳动行政部门备案。三、凡建筑工人在一万人以上的城市,均应成立劳力平衡委员会,按轻重缓急,决定劳动力平衡调配计划,交由劳动行政部门执行。四、各建筑单位均须根据国家批准的施工计划按期编造年、季度劳动

Third, all construction workers in cities of more than 10,000 people should set up a labor balance committee, according to priorities, decided to balance the deployment of labor plan, by the labor administration department. Fourth, each construction unit shall make the annual and quarterly labor according to the construction plan approved by the state
