当前,中国社会工作在制度创制、服务实践、理论探索、人才培养和专业教育等方面虽刚刚起步但发展快速。民办社会工作机构(以下简称“民办社工机构”)也呈爆发式增长态势,尤其是近三年来机构数量骤升,截至2013年底,全国民办社工机构已达2452家。民办社工机构的大量出现顺应了社会服务改革、政府公共服务职能转移和政府向社会力量购买服务的时代趋势,并在满足社会公众多元服务需求、提供社会服务就业岗位和推进社会发展等方面发挥了重要作用。
