1990年底,台湾基隆市中小单拖网协会理事长庄锡宗率团一行15人,除中小单拖网协会部分理监事外,还有基隆市渔轮公会理事,来岚考察“探路”。中小单拖协会认为,目前基隆的渔业出现危机,鱼货销售价格偏低,船员缺乏,且油料等补给品价格上涨,渔船维修成本提高。因此,希望能在大陆找到出路,特别寻找鱼货市场,设置水产品加正、渔船维修、后勤补给基地,洽淡渔工劳务等事宜,突破目前基隆渔业出现的危机。该团在岚期间,福建省平潭县县委对台办公室、平潭县水产局与之召开座谈会。台团还参观了平潭县国营东沃渔轮修造厂和国营东沃水产冷冻厂,并交流探讨两岸渔业合作有关事宜。

The delegation held a symposium with its county office in Pingtan County, Fujian Province, and Pingtan County Bureau of Fisheries during its stay in Lanzhou. The Taiwan delegation also visited Pingtou County State-owned Dongwo Fishing Vessel Repairing Plant and State-owned Dongwo Aquatic Product Frozen Plant and exchanged views on issues related to fishery cooperation across the Taiwan Strait.
