随着《电力法》的颁布实施和电力体制改革的深入,电力部门将实行政企分开,原先在政企合一时期拥有的一些行政职能将随之转移,电力企业将由过去既当“运动员”,又当“裁判员”的角色,转变为真正的“运动员”角色。但是,基于电力供应与使用活动的特殊性,《电力法》在规定电力企业政企分开的同时,仍以立法形式授予供电企业一项特殊的权力——用电检查权。《电力法》、《电力供应与使用条例》和已于去年9月1日起实施的《用电检查管理办法》对这项权力作了明确和具体的规范,而原来供电企业所拥有并已对用户实施了40多年之久的用电监察职能将被用电检查所取代。依法行使用电检查权,是供电企业面临的一项重要任务。本文拟就用电检查的含义、特征、作用和意义,以及依法行使用电检查权的要求、存在问题及解决办法谈点粗浅看法,
