一九五二年度乡(村)镇地方财政收支预算业已核定,并以(52)省财地会民、人、教、农、卫、军字第十二号指示分配在案(太原市尚未核定)。兹将有关执行预算及编制标准方面的几个问题通知如下:一、为严格划分中央与地方财政的开支范围,地方开支一律按省定之科细目执行,各市、专、县人民政府均不得随意变更,彻底根绝中央挤地方或地方依赖中央的相互挤克现象。去年个别县份经省专批准,以地方粮修建之县经机关住房和会议室等开支可以报销,已经动工尚未完成的,完工后立即报销;未动工者一律停止开支。地方财政今后不再开支县区机关房屋以及会议室之修建。
