几乎所有的党政机关企事业单位都有自己的培训机构。一些单位的培训中心美轮美奂,还有一些单位修建所谓的调度中心、交流中心或者数据中心,万变不离其宗,都是作为单位的福利娱乐场所使用。国务院法制办公室起草颁布《楼堂馆所建设管理条例》遏制我国党政机关企事业单位类似的腐败问题,其积极意义值得肯定,但还需进一步采取相应措施。说到底,所谓培训腐败,本质上就是预算软约束的表现。兴建楼堂馆所需要预算经费,维护和保养楼堂馆所同样需要预算经费,如果不在预算管理上做文章,而只是关注楼堂馆所的修建和维护情况,则是典型的舍本逐末。
