我国资本市场发展前10年承担了满足推动国家经济建设及国企融资需要的特殊功能,在后期的建设中,虽然投资者的利益也开始予以考虑,但资本市场的功能定位仍然存在简略化的问题。由于功能定位错位、目标不明加之规则缺失,资本市场中各种不公平乃至不公正的现象越来越突出,严重动摇了投资者的信心和资本市场存在和发展的正当基础。中国资本市场的发展需要重新明确其功能定位,将简略化的经济功能和过于倚重的融资功能还原到社会功能和市场功能上来,这是关系到资本市场重振的重大问题。
In the first ten years of the development of capital market in our country, it assumed the special function of meeting the need of promoting the national economic construction and the financing of state-owned enterprises. Although the interests of investors began to be considered in the later period, the functional orientation of the capital market still has the problem of simplification . Due to the dislocation of functional orientation and the lack of clear objectives and the lack of rules, all kinds of unfair and even unfair phenomena in the capital market have become increasingly prominent. This has seriously shaken investor’s confidence and the just basis for the existence and development of capital markets. The development of China’s capital market needs to redefine its functional orientation and restore its simple economic functions and over-emphasis financing functions to social functions and market functions. This is a major issue related to the revival of the capital market.
