我国广大职工和工会干部盼望多年的《工会法》颁布施行了。《工会法》是我国一部重要的基本法,它肯定了我国工人阶级和工会组织在国家政治、经济和社会生活中的地位,体现了党的基本路线和全心全意依靠工人阶级的方针。它的实施,必将大大调动广大职工的积极性,推动工会组织在改革开放中发挥巨大作用。在《工会法》6章42条中,工会经费和财产专设1章共7条,在其他条款中也有涉及财务的规定,可见财务问题在《工会法》中占有重要位置,是《工会法》的重要组成部分。从内容上讲,新《工会法》除了保留原《工会法》中有关工会经费和财产的规定外,根据改革开放和工会工作发展的新情况,增加了一些新的内容。如在经费来源方面增加了工会所属企、事业单位上缴的收入;在经费使用方面增加了工会经费主要用于基层职工教育和工会开展活动;在管理与监督方面增加了各级工会建立经费审查委员会及其职责;还明确规定工会的经费、财产,任何组织和个人不得侵占、挪用和任意调拨;工会所属企、事业单位的隶属关系不得随意改变;县以上各级工会离、退休人员的待遇(费用),与国家机关工作人员同等对待(即由同级财政支付);全民与集
