2014年9月27日,第九届全国救助管理站站长交流会暨未成年人社会保护试点工作经验交流会在长春召开。会议以“创新救助管理工作机制,推进未成年人社会保护”为主题,旨在分享救助管理工作的创新做法,探讨救助管理工作在社会救助体系中的功能定位,交流未成年人社会保护试点工作的有益经验,以进一步统一思想,提高认识,明确任务,推动工作创新发展。民政部副部长窦玉沛在会上提出,要积极应对救助管理工作面临的新要求新挑战,全力推动救助管理工作,倾力推进未成年人社会保护试点工作,要在现行制度框架下,逐步推动建立“以家庭监护为基础、社会监督为保障、国家监护为补充”的监护制度,形成“家庭、社会、政府”三位一体的未成年人社会保护工作格局。
