近两年来,由于缺乏有效的制度制约和财务监控,武汉市少数民办中小学校的举办者任意抽逃资金,导致学校出现财务困难,正常的教学秩序无法续持,部分学校家长到处上访告状,甚至于冲击政府机关,造成了极坏的社会影响,武汉市教委和部分区教委作了大量的劝解和安置学生的工作。为了从根本上解决民办中小学校的财务管理问题,武汉市教委组织人员对全市民办中小学校的财务管理状况进行了调查。
