China is a big agricultural country with 9 out of 1.23 billion people living in rural areas. Agriculture is the foundation of the national economy. Peasants are the most reliable allied forces of the working class. Therefore, the rural issue is a major issue that relates to the overall situation of China’s reform and opening up as well as its modernization drive. Implementing villager autonomy at the grass-roots level in rural areas is an important part of our political system reform that is compatible with the reform of the rural economic system
