我国即将加入世界贸易组织(WTO) ,“入世”对我区乃至我国的农牧业生产和农村牧区经济都将产生重大影响。总的看来 ,有利有弊 ,机遇与风险并存。就其风险来说 ,我们最大的风险是不熟悉WTO规则 ,因为你不知什么事该做 ,什么事不该做 ,更谈不上运用WTO规则来保护自己、发展自己。目前我们最紧迫的任务是加深对市场经济体制的理解和学习 ,加强对WTO规则的了解 ,各行各业都要根据自身的特点 ,转变观念 ,而不要纠缠在具体条目上。只有这样才能把挑战变成机遇 ,有效地避免风险 ,最大限度地趋利避害。从而把入世风险降到最小 ,并获得尽可能大的利益。从本期开始 ,我刊将结合我国和我区农业陆续刊登一些有关“入世”后农业方面的知识内容 ,供读者参考
China is about to join the World Trade Organization (WTO), and its accession to the WTO will have a significant impact on the agricultural and animal husbandry production and the economy of rural and pastoral areas in our region and even in our country. In general, there are advantages and disadvantages, opportunities and risks co-exist. In terms of its risks, our biggest risk is not familiar with WTO rules, because you do not know what to do and what should not be done, let alone use WTO rules to protect themselves and develop themselves. At present, our most urgent task is to deepen the understanding and study of the market economic system and to strengthen our understanding of WTO rules. All walks of life should change their concepts according to their own characteristics rather than tangle with specific items. Only in this way can we turn challenges into opportunities, effectively avoid risks and maximize profits and avoid disadvantages. Thus minimizing the risk of WTO entry and obtaining as much interest as possible. From the beginning of this issue, I will publish some agricultural knowledge about “agriculture after joining the WTO” in combination with agriculture in our country and our district for readers’ reference
