基层工会组织的组建率、职工入会率是关乎工会发展壮大的基础,工会经费则是工会组织生存和运转的经济命脉。本文通过总结地税机关代收工会经费,促进基层工会组建的实践经验,提出“以收促建、以建增收”工会经费收管模式的构想,探索通过工会经费收缴推动基层工会组织建设,并通过壮大基层工会力量,促进企业自觉缴纳工会经费的思路和办法。
The establishment rate of grassroots trade unions and the rate of workers’ enrollment are the basis for the development and growth of trade unions. The trade union funds are the economic lifeline for the survival and operation of trade union organizations.
