人才是政事之本 ,军事人才是军队建设之本。军事人才 ,一靠培养 ,二要使用。有效利用是军事人才发挥效能的必然要求。当前 ,我军对现有人才的利用效率不高 ,制约着军队质量建设的水平。原因主要有三 :军事人才培训机制不顺 ,军事人才配置不当 ,军事人才努力程度不足。提高军事人才的利用效率 ,基本对策有 :制定综合性军事人才发展战略 ;理顺培训机制 ;优化人才选配体制 ;创造良好环境 ,实施科学管理
Talent is the basis of political affairs. Military personnel are the foundation of army building. Military personnel, one by training, the second to use.
