中国城市交通规划年度报告(2010)城市交通是联系和实现城市其它功能、是任何城市规划和城市政策不可或缺的一部分。当前城市交通也已经成为我国城市规划的一个核心议题。我国在多年的研究和实践进程中,城市交通规划经历了从原来专业配套的地位,到与城市空间规划、政策管理和技术应用整合发展的过程。土地使用空间布局和交通的结合、多种交通方式的整合、区域之间交通协调、交通规划与交通政策等焦点问题得到广泛的关注,跨行业部门管理、跨行政区域、跨不同交通方式系统的规划整合进入实践阶段。2010年,《城市综合交通体系规划编制办法》的颁布,也再次明确城市交通规划是城市总体规划的重要组成部分。一项系统的城市交通规划不仅是城市交通建设和管理的依据,也是城市空间发展战略,城市设计和控制性详细规划的重要前提。是我们实现“环境友好型、资源节约型,空间集约型,功能有序型”发展模式的基本前量条件。我们必须考虑到到能源、资源和空间的制约,城市交通要适应未来发展的不确定性,适应社会发展、老龄化和经济增长方式的转变,建设一个人人共享高品质的城市环境。基于交通政策和财政合理分配基础上的
Annual Report on Urban Transport in China (2010) Urban transport is an integral part of any urban planning and urban policy that connects and realizes other urban functions.
