农民消费水平普遍低于城市居民的消费水平， 其原因在于： 可支配的货币收入增长缓慢， 消费能力薄弱； 负担较重， 消费倾向偏低； 基础设施不健全， 消费环境差； 消费需求结构与供给结构不合理。因此， 应采取相应的措施， 提高农民消费水平， 促进市场繁荣
