《国务院关于振兴装备制造业的若干意见》明确指出:外资投资国内大型重点骨干装备制造业必须得到政府批准,并且指出将重点发展装备制造业的16个行业。“这具有信号意义,标志着对外资并购的管理正在由‘虚’走向‘实’。”发改委经济体制与管理研究所研究员高梁如此表示。
